Job No. 1144 NuStar Energy is seeking a Supervisor, Rail Fleet, at its San Antonio, TX, location.  This position will be NuStar’s primary contact for all rail related issues. The position will manage the development of the fleet based on commercial requirements, the operation and maintenance of the company’s growing fleet of rail car, both owned and leased, negotiate contracts with railroad and leasing companies. This position will work with all related Commercial departments to define railcar fleet requirements consistent with Strategic Plan growth of Inland Asphalt and Heavy Oil movements.  The Supervisor, Rail Fleet, will continuously optimize railcar fleet distribution to ensure the most efficient railcars are used in the heaviest oil service, negotiate improved fleet rates and maintains good working relationships with all Railroad companies, prepare bid packages for railcar leasing and/or purchase requirements, and perform cost analysis of leasing vs. owning railcar fleet. Documents and maintains freight rates, current and historical.  Additional duties include: performing project management for construction of new build railcars if pursued; maintaining current railcar fleet data and lease agreements; setting up “pre-lease” inspections; and establishing and maintaining Emergency Response Plan for all related emergencies.  This position is responsible for oversight of all railcar maintenance and develops and maintains performance measures including: cost per bbl, utilization, demurrage costs, etc.  Bachelors Degree in Business, Accounting or related field required.  Experience may be considered in lieu of degree.  Minimum five plus years in transportation or industry experience required.  Strong time management skills and knowledge of customer relations required.  Excellent PC skills with Microsoft Office-Excel required.  Excellent written and oral communications skills to effectively interact with internal and external contacts required.  Strong interpersonal skills with the ability to tactfully and diplomatically diffuse contentious situations required.  Proven ability to use independent judgment and ability to recognize and establish priorities required.  This position requires an individual to hold a TWIC card.  Apply at: www.nustarenergy.com/careers.

Job No. 1143 Flint Hills Resources is seeking an experienced Project Engineer at its Wichita, KS, location.  Responsibilities will include managing a variety of capital investment projects for FHR light products terminals from inception through completion and start-up. These FHR light products terminals are located in San Antonio, Austin, Waco, Fort Worth, Bastrop, and Mustang Ridge, Texas.  The Project Engineer will oversee front-end development, engineering design, project optimization, and coordination with EPC or other involved design contractors. Overall project functions include preparing the funding requests, leading the project team though the front-end loading process to set clear project objectives, managing contract design teams, identifying risks to the project and implementing proper mitigation measures, preparing project status reports, construction oversight, commissioning and start-up planning. Job No. 1142 Intercontinental Terminals Company is seeking a Rail Car Coordinator at its facility on the Houston Ship Channel  in Houston, TX.  This position will be responsible for scheduling of all rail car activity and preparation of all required associated paperwork; daily interface with the Rail Car Operations Manager regarding rail scheduling; complying with all internal, local, state, and federal regulations concerning rail transportation; daily, weekly, and/or monthly reporting to customers and company management; and managing customers’ railcars.  Additional duties include: data entry of rack orders into JD Edwards software system; calculating and strapping railcars, according to DOT regulations, for hazardous and non hazardous material movements; assembling and distributing Rack Order Packets; processing daily “add-ons” for customers’ emergency moves; and reviewing and verifying previous day’s rail rack orders for completeness.  This position is also responsible for: data entry of railcar information into YardMaster for rail history; EDI billing entry; verifying customer wires for off-loads with Product-Accounting for tank capacity; and interaction with customers to confirm shipments and/or missing shipments. Job No. 1141 Perimeter Oil is seeking a Technician for its facility in Atlanta, GA.  The technician is responsible for providing operational, technical, electrical, and mechanical support for all facility equipment. Incumbents are responsible for a variety of tasks involved in troubleshooting, testing, maintaining, installing, and repairing equipment within an assigned area.  This is considered an intermediate or journey-level position that the incumbent can perform independently or with minimal supervision.  This position will provide the primary technical support for the terminal through maintaining a working knowledge of company policies/procedures as they relate to the operation/maintenance of the assigned assets; attending and actively participating in required safety training meetings; performing routine testing, inspection, and maintenance, troubleshooting and repair of all assigned facility equipment/systems, including but not limited to: pumps, electric motors, electrical equipment, truck loading rack equipment,  measurement systems, product testing & analysis, piping systems, valves, and similar other equipment and systems; and completing and maintaining required documentation/records associated with performed maintenance and repair.   Additional duties include: participating in terminal projects, including major overhauls, troubleshooting for pumps and mechanical seals, new installations, or modifications of existing equipment, etc.; and performing other functions as requested by the Supervisor of Operations.  Valid state driver's license to drive a company vehicle required.  Minimum of two years experience in the maintenance and operation of refined products pipelines, terminals, pump stations, or equivalent industry experience.  Two years of vocational/technical training from a recognized institution majoring in electronics, electricity or diesel mechanics is preferred.  Ability to provide primary technical support for a location(s).  Demonstrated "hands on" mechanical, electrical, instrumentation and computer skills.  Effective organizational and administrative skills.  Communication skills necessary to effectively interact with supervision, other members of the workgroup, and other company representatives or customers.  Requires knowledge of centrifugal, positive displacement pumps, positive displacement meters, turbine meters, and pipeline valves.   Occasionally driving of company vehicles to perform duties.  Physical demands include: walking, lifting (up to 50 lbs), carrying, pushing, pulling (up to 50 lbs), climbing, balancing, stooping, kneeling, crouching, crawling, reaching, handling, fingering, feeling, and wearing personal protective equipment.  Must be available for some overtime during nights, weekends and holidays.  Must be a self starter and willing to function either independently or in a team environment.  Environmental conditions include working outside and inside, and exposure to extreme heat and/or cold, noise, vibration, and petrochemicals.   Additional requirements include the ability to work in stressful conditions; the ability to adapt and respond in changing circumstances; send and receive email; availability as needed to work on both a scheduled and call-out basis; and the ability to work at the assigned job site.
