National Incident
Management System (NIMS)
The NIMS is a
federal initiative to integrate existing best emergency response communication
practices into a consistent, nationwide approach for domestic incident
management. This system will be applicable to all jurisdictional levels and
functional disciplines for an all hazards.
It consists of six major
components: (1) Command & Management; (2) Preparedness; (3) Resources
Management; (4) Communications & Information Management; (5) Supporting
Technologies; and (6) Ongoing Management & Maintenance.
Homeland Security Presidential Directive (HSPD-5), February 28, 2003
This ordered the DHS Secretary to develop and administer a National Incident
Management System (NIMS). It required all Federal departments and agencies to
adopt NIMS and apply it to all domestic incident management and emergency
prevention, preparedness, response, recovery, and mitigation programs and
activities. It also required Federal entities to take actions to assist State,
local or tribal entities. The directive also required State and local
organizations to adopt NIMS as a condition for Federal preparedness assistance
(through grants, contracts, and other activities), effective FY 2005.

New NIMS Capability
Assessment Tool Expected Spring 2007
The NIMS Integration Center is currently redesigning the NIMS Capability
Assessment Tool, which will act as the preferred tool for use by States,
territories, tribal entities and local governments to assess and report on NIMS
compliance. The re-release is expected in the spring of 2007. For more

FY07 NIMS Compliance
Deadline A matrix
identifying the FY2007 NIMS Implementation Activities for State/Territory and
Tribal/Local jurisdictions were distributed to all U.S. Governors on October 25,
2006. Governors have been tasked with achieving all respective activities by
September 30, 2007.
Private sector
implementation of NIMS remains voluntary at this time. However, the NIMS
Integration Center encourages industry to participate in the program and has
made 12 recommendations for private sector implementation. For more information,
