Requires operators with more than 500 miles of pipeline
to have an integrity management program to continually assess
integrity of all pipeline segments in "high consequence areas"
(areas that are populated, sensitive to environmental damage or near
commercially navigable waterways). Operators must also take prompt action
to address integrity issues raised by the assessment and analysis.

EPA and DOT/RSPA/Office of Pipeline Safety Reach AST Regulation Jurisdiction Agreement - SORT OF!
EPA and DOT signed a letter of agreement concerning
jurisdiction over breakout tanks at transportation related and non-transportation related
facilities on February 4, 2000. The agreement does not amend or re-delegate
authority under the original 1971 MOU between EPA and DOT. The purpose of the agreement,
as stated in the letter, is to clarify jurisdictional issues and establish mutual goals.
One of the goals of the agreement is the establishment of procedures for joint inspection
of facilities subject to dual jurisdiction. Also, the letter states that a joint
inspection does not "abridge the ability of each agency to implement enforcement
activities arising from those inspections, nor limit the right to conduct separate
inspections of any facility subject to dual jurisdiction."
Industry is evaluating the impact of this agreement on companies and determining the
appropriate course of action.
