Section 306 of HR 2830, Coast Guard Authorization Act,
would require a marine terminal to provide a security system that allows
crewmembers of vessels docked at the facility to board and depart from the
vessel through the facility at no cost to the individual. The House
Transportation and Infrastructure Committee approved the bill on June 28.
The language does not address who pays the cost of the security screening
and the transportation across the terminal property. The report language
for section 306 “clarifies” this issue by adding that the cost of the
security screening for ships’ crews shall not be paid by the vessel.
HR 2830 was subsequently referred to the
House Committee on Homeland Security. On September 25, the committee
approved a revised version that includes ILTA-suggested language for
Section 306.
