E.
David Doane has served as President of the International Liquid Terminals
Association since January 1, 2002. He joined ILTA on October 1,
2000 as Executive Vice President.
Prior to joining ILTA, Doane
was Director, Energy Policy, with the National Association of
Convenience Stores (NACS) in Alexandria, Virginia. Doane advised
NACS on regulatory and environmental issues relating to motor fuels,
including the regulation of underground storage facilities operated by
motor fuel retailers.
Doane also served for seven
years as Director, Federal Relations, in the Washington, DC office of
Koch Industries, Inc., a large oil and gas company based in Wichita,
Kansas. Doane represented the company on energy, tax, and
environmental issues before Congress, the Executive Branch, and
regulatory agencies. Doane was instrumental in developing
company policies and grassroots lobbying strategies on a number of major
issues, including the Administration's energy tax programs and pipeline
regulations. He also managed Koch's political action committee.
From 1981-1992, Doane worked
for the U.S. Department of Energy as Director, Office of Oil and Natural
Gas Policy, and for the U.S. Senate Committee on Energy and Natural
Resources as Deputy Chief Counsel. In these positions, he worked
on policy matters involving environmental and energy efficiency issues,
the international oil market, and oil and natural gas supply.
Prior to joining the U.S.
Senate staff, Doane spent 13 years in private legal practice
specializing in natural gas pipeline rate regulation and nuclear power
plant licensing.
Doane received a B.S. in
Economics from the University of Pennsylvania, Philadelphia, PA, in
1966, and a J.D. from the University of Virginia, Charlottesville, VA,
in 1969.
