ILTA, as Part of Coalition, Asks Congress to Oppose Amendments 440, 48 of H.R. 2500

We, the undersigned associations, believe that Congress should act to address contamination associated with per- and polyfluoroalkyl substances (PFAS) in a manner that prioritizes cleanups over bureaucracy. For this reason, we oppose Amendment 440 offered by Reps. Kildee and Dingell, and Amendment 48, offered by Rep. Pappas, to H.R. 2500, the “National Defense Authorization Act for Fiscal Year 2020.”

The International Liquid Terminals Association (ILTA) appreciates the opportunity to comment on the second installment of Mitigation Strategies To Protect Food Against Intentional Adulteration: Draft Guidance for Industry. ILTA is the leading representative of the bulk liquids terminal industry, with more than eighty-five-member companies. Many of our member companies store food-grade products in their facilities and are therefore subject to FDA’s comprehensive food defense regulations. We are pleased to play an active role in the regulatory process and share the following comments on the latest release of guidelines for Mitigation Strategies to Protect Food Against Intentional Adulteration: Draft Guidance for Industry.

The International Liquid Terminals Association presented its coveted Platinum Safety Award to Marathon Petroleum, LP and Motiva Enterprise LLC at its 39th Annual ILTA Operating Conference and Trade Show in Houston, Texas, today. In addition, Energy Transfer and Motiva won a Five-Year Safety Milestone Award for sustained excellence in terminal safety performance.

Chairman Johnson, Ranking Member Peters and Members of the Committee, thank you for the opportunity to participate in today’s roundtable discussion of sensible reforms to the Chemical Facility Anti-Terrorism Standards (CFATS) Program. 
 
The International Liquid Terminals Association (ILTA) is the only trade association focused exclusively on the tank and terminals industry, representing nearly 90 companies with over 600 terminals across all 50 states. ILTA members provide storage and transportation logistics and value-added services for a wide range of liquid commodities, including crude oil, gasoline, diesel, jet fuel, chemicals, renewable fuels, fertilizer, vegetable oil and other food-grade materials. Liquid terminals are critical to the transportation infrastructure that connects producers, manufacturers, retailers and ultimately consumers across the U.S. and into overseas markets in the trade of bulk liquid commodities.

The International Liquid Terminals Association (ILTA) represents more than 85 companies operating liquid terminals in all 50 U.S. states and in 37 countries.  Our members’ facilities form a critical link in the transportation of a wide range of liquid commodities, including crude oil, refined products, chemicals, renewable fuels, fertilizers, vegetable oils and other food grade materials. Terminals provide essential logistics services that enable domestic commerce and connect the U.S. economy with overseas markets.
