ILTA Announces 2025–2026 Board of Directors and Welcomes New Leadership

TAMPA, FL (October 24, 2025) — The International Liquid Terminals Association (ILTA) is pleased to announce its 2025–2026 Board of Directors, officially voted in by the membership and approved at ILTA’s Annual Membership Meeting held October 23 in Tampa, Florida. The new Board will serve from October 2025 through Fall 2026 and will guide the Association’s strategic direction as it continues to advance the interests of the liquid terminal industry.

Officers for the 2025–2026 term include:

• Vincent Di Cosimo, Targa Resources - Vice Chair
• Traci Johnson, International-Matex Tank Terminals - Treasurer

Board Directors include:

Leakhena Swett, International Liquid Terminals Association, serves as President of the Association, and T. Pratt Summers, Colonial Group, Inc., serves as Ex-Officio.

ILTA is proud to welcome three new Directors to the Board: Maria Ciliberti of Vopak North America, Elizabeth Parzanese of Energy Transfer Partners, and Craig Yocham of Global Partners.

The Association also extends its heartfelt appreciation to Past Chair Tim Winters of Sprague Operating Resources LLC, Past Vice Chair Eric Conard of Petro-Diamond, and Director Jon Hunt of Energy Transfer Partners, L.P., who each concluded more than nine years of dedicated service on the ILTA Board. Their leadership, perspective, and lasting contributions have strengthened the Association and helped position ILTA for continued success.

ILTA President Leakhena Swett expressed gratitude for the outgoing leaders and enthusiasm for the year ahead, noting that the organization enters 2026 with clear momentum and shared purpose. “Tim, Eric, Jon, and Pratt have each played an instrumental role in shaping ILTA’s success and setting the foundation for the work ahead,” Swett said. “Their dedication, together with the passion of our incoming Board and the talent of our staff, ensures we can continue building on that progress and advancing the value we deliver to our members.”

ILTA’s Path Forward

In assuming the role of Chair, Josh Etzel of Kinder Morgan, Inc. shared his vision for 2026:

“I am honored to be elected Chair of the Board for the International Liquid Terminals Association (ILTA). I step into this role at a time when ILTA is a healthy, strong, and impactful organization, thanks to the dedication of our members and the leadership that has guided us here,” Etzel said. “As we look ahead, our industry faces both opportunities and challenges. This Chair’s Plan outlines a strategic path that builds on our strengths, adapts to change, and ensures ILTA remains a vital resource and advocate for our members.”

Etzel’s 2026 Chair’s Plan focuses on four key areas:
Member Value and Industry Leadership – Expanding education and training, enhancing advocacy resources, and increasing networking and benchmarking opportunities.
Advocacy and Engagement in Washington – Strengthening ILTA’s voice on Capitol Hill and with federal agencies through targeted engagement and partnerships.
Financial Health and Strategic Growth – Maintaining fiscal discipline while expanding membership, sponsorship, and educational offerings.
Ensuring Relevance in a Changing Environment – Continuing to modernize ILTA’s digital platforms, communications, and member experience.

“I want to extend my sincere gratitude to Pratt Summers, our outgoing Chair, for his two years of exceptional leadership,” Etzel added. “Under his guidance, the Association emerged on a much stronger financial footing and as a more stable and effective organization. With a clear vision, strong leadership, and the unwavering support of our members, we are poised to advance our mission and strengthen our impact.”
