ILTA Welcomes Harold Laurence as Director of Industry Affairs and Education

WASHINGTON, DC (July 1, 2026) – The International Liquid Terminals Association (ILTA) is pleased to announce that Harold Laurence, P.E., has joined the ILTA team as Director of Industry Affairs and Education.

Laurence joins ILTA after more than five years as the Association's trusted technical resource on U.S. Environmental Protection Agency (EPA) air emissions matters. Since 2012, he has consulted for the fuels and terminal industries on air permitting, standards, compliance, and enforcement matters.

On behalf of the American Fuel & Petrochemical Manufacturers (“AFPM”), American Petroleum Institute (“API”), American Chemistry Council (“ACC”), and International Liquid Terminals Association (“ILTA”), we are pleased to submit these comments on OSHA’s proposal to modify the fall protection requirements in the Walking-Working Surfaces standard that apply to fixed ladders that extend more than 24 feet above a lower level. 91 Fed. Reg. 17,165 (Apr. 6, 2026) (“the NPRM”).
