Working Groups
PFAS Working Group
Co-Chairs: Rich Steinberg, Kinder Morgan; Greg Jakubowski, Buckeye Partners, L.P.
Over the last several years, many terminal facilities have made it a priority to transition away from AFFF foam containing PFAS without placing undue burden on operators. In 2025, ILTA created a PFAS Working Group aimed at developing a "best practices" transition guideline for the bulk liquid terminal industry. The Working Group focuses on identifying the products available to operators during this transition while also providing recommendations on best procedural practices.
MTSA Working Group
Chair: Lee Scott, Odfjell
The U.S. Coast Guard ratified the MTSA Cyber Regulations in January 2025 to "set minimum cybersecurity requirements for U.S.-flagged vessels, facilities, and Outer Continental Shelf (OCS) facilities to safeguard and ensure the security and resilience of the Marine Transportation System (MTS)." This Working Group provides a forum for ILTA members to collaborate on preparations for the new MTSA cyber regulations and facilitates the sharing of information and best practices so companies can meet the new requirements in a timely and cost-effective manner.
