ILTA Member Feature: Scott Buckner, Manager, EHSS, CITGO

For nearly 40 years, Scott Buckner has worked as a health and safety expert for CITGO, developing comprehensive safety solutions for the midstream energy sector. Recently, Scott has been appointed as the new co-chair of ILTA’s Environmental Subcommittee. His extensive expertise and industry knowledge will be a valuable asset to the committee and its initiatives. 

Recently, we had the privilege of interviewing Scott to discuss his impact on the industry and his involvement with ILTA. 

Tell us how you first started in the terminal industry, and what is the best part of your job?  

I started my career in East Texas as a Pipeline Engineer and eventually made my way into terminals as an EHS Specialist in 1992. I've had the good fortune to advance along the EHSS Management ladder since then. 

The people that I work with are phenomenal ... challenges seem to present themselves all the time ... working with a team of dedicated employees is how we overcome these challenges. 

What advice would you offer to someone just starting out in a liquid terminal company?   

Ask questions! Absorb everything you can by learning from the experiences of longer tenured employees and don’t take any shortcuts along the way. Do things the right way for every task, every day. 

Opportunities abound in our industry. There has been a “changing of the guard” over the last five years that I believe will continue over the next decade. This industry is integral to the U.S. economy, and we provide the fuel needed to feed the large and complex transportation systems throughout the world. 

How have you seen the industry change over the course of your career? How do you think it will continue to change?  

Having focused on the EHSS arena since the early 1990s, I have had a front-row seat to the implementation of major regulatory challenges, including OPA-90, Title V permitting, HAZWOPER, confined space entry, trenching and excavation, eDMR, and, more recently, the new Gasoline Distribution and PFAS regulations. Our industry has become highly regulated over the past 30 years and our processes and systems have had to become more robust in order to adapt and meet compliance obligations. 

Emerging technologies will continue to shape the way we complete everyday tasks. From inspection and maintenance technologies to inventory management. We need to leverage these new technologies to drive operational excellence. 

How involved have you been with ILTA? What are some of the highlights of your involvement?  

I have attended the Annual Conference & Trade Show nearly every year and make it to the Spring and Fall EGHSS Committee Meetings as time allows ... looking forward to attending all of these from this point forward. In my current role, I act as point of contact within my company for surveys and member question exchanges. 

The collaboration ... it’s great the way members can ask questions about how industry partners manage issues. In viewing responses, it is comforting to know when we are in line with our peers and sometimes, we discover that we need to adapt our processes as a result. 

Tell us about yourself. What do you do outside of work?

I have served on the Crystal Lake Ecology Committee in the past and am currently a volunteer with the McHenry County Conservation District. 

I enjoy the outdoors ... whether it be camping, hiking, mountain biking ... or on the best trips doing all of the above!
